<h1>From dedicated volunteers to accomplished professionals</h1>

<p>In rural areas of Cambodia, they grew up volunteering for the development of their communities. Through Youth Clubs, they discovered a taste for community service. For many of them, this experience was a real gateway to the academic and professional world. Let's take a closer look at these volunteers.</p>

<p>Being both a beneficiary and a participant in Sipar's programs has often meant much more than just an extracurricular activity. For young people from modest backgrounds, it has been an opportunity to believe in their abilities and to envision a future they never thought possible.<br />This is the case for Sreyleak, a former member of a Youth Club in Prey Veng province: <em>“Thank you to Sipar for helping me, a young girl from a disadvantaged background, to obtain my university degree in computer science. Thanks to you, I am now a teacher.”</em>, she said.</p>
<p>Like her, many former volunteers have followed inspiring paths. Theang, Reaksmey, Chantou, Chanry, Samoun, and Samoeurn all began volunteering at a very young age. Today, they are university students, librarian-educators in Sipar's mobile libraries, engineers, or entrepreneurs. What they have in common is that they developed a sense of responsibility and a desire to serve their community at a very early age.</p>

<p>By leading academic support, reading, and awareness activities, these young people gradually gained confidence. Many were shy and did not dare to dream of higher education. Over the years, they have become true local leaders.</p>
<p>Through their involvement, they acquired essential skills: communication, teaching, creativity, coordination, management, critical thinking, teamwork, and emotional management. These skills proved to be crucial to their personal and professional success. They were able to leverage the skills they acquired and demonstrate them beyond the Youth Clubs.</p>
<p>In rural areas of Cambodia, dropping out of school remains common once students enter secondary school. The fact that all seven of these young people have continued or completed higher education is therefore a remarkable achievement. It demonstrates the tangible impact of Sipar's actions in support of young people.</p>

<p>My name is Chantou, and my story with Sipar began in 2012 when I joined a youth club as a volunteer. I had a strong desire to get involved in my community and help children gain access to education and reading.</p>
<p>Within the club, I quickly became president. My role consisted of organizing community activities, leading reading sessions, and supporting children in their learning. This experience was instrumental in developing my sense of responsibility and my desire to work with young people.</p>

<p>I then went on to study public administration at university. This training allowed me to strengthen my communication and coordination skills, which are essential qualities in my fieldwork. In 2018, I joined the Sipar team. I now work as a librarian-educator in brick factories.</p>
<p>Sipar has played a major role in my life. Thanks to my involvement, I have gained confidence, leadership skills, and organizational abilities. I learned how to manage my time better, work in a team, use digital tools, create educational activities... All these experiences have shaped the person I have become. I am proud of my journey and deeply grateful to Sipar. This organization has given me the opportunity to grow and, in turn, contribute to the future of my country's children.</p>

<h1>The Sipar Library: a resource center for juvenile inmates </h1>

<p>In Kandal province, the first rehabilitation center for minors opened a year ago. This unique facility in Cambodia was created to offer an alternative to traditional prisons. Until then, young inmates were incarcerated with adults, in conditions that were ill-suited to their age and needs. Now, teenagers and young adults aged 15 to 24 can serve their sentences in an environment designed to prepare them for the future. Sipar has set up a library there, which supports the inmates on a daily basis.</p>

<p>The inmates housed in this center have been sentenced to terms ranging from two to ten years, mainly for drug trafficking. The majority of them are still minors. Unlike traditional prisons, where educational support is limited, everything here has been designed to encourage responsibility and learning. The conditions of detention have been redesigned to promote genuine social and professional reintegration upon release from prison.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">Learning to rebuild oneself</span><b></b></h2></div>

<p>Many activities are offered to young people at the center. Training courses in agriculture and mechanics are organized, as well as remedial classes and English lessons. The efforts made by inmates are rewarded: regular participation can lead to sentence reductions of up to nine months.</p>

<p>At the heart of the center, the library and multimedia space set up by Sipar play an essential role. This place has become a real hub for learning and exchange. Young people can read there, borrow books for their cells, and take part in educational activities. <a href="https://www.unesco.org/en/articles/basic-education-equivalency-programme-beep">The BEEP programme,</a>, which allows students to obtain a middle school equivalency diploma, is also offered there. Thanks to these tools, the days are filled with education and socialization.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">Encouraging results</span><b></b></h2></div>

<p>Since it opened, the Kandal center has shown how well this model works. There have been few reports of violence and no escape attempts. Most importantly, none of the young people who have left the center have reoffended. These results show how important it is to provide tailored, humane support. As the center's director, Mr. Phea Vannak, points out: <em>“I encourage them to view the center as a boarding school, where they have come to learn and serve society.”</em></p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">A model to be extended in Cambodia</span><b></b></h2></div>

<p>In light of these advances, the creation of new centers for minors has been made a priority for the Cambodian government. Four additional facilities are planned to meet growing needs. The Kandal center, with a capacity of 1,200 people, is expected to reach full capacity by early 2026. The development of similar facilities throughout the country will allow young convicts to remain close to their families, which is crucial to their rehabilitation.</p>
<p>By supporting this center and developing its educational activities, Sipar is directly helping to give hundreds of young Cambodians a second chance. Access to reading, education, and training remains one of the most powerful tools for a successful reintegration.</p>

<h1>In high schools, libraries still a long way from the French CDI model</h1>

<p>In France, the Documentation and Information Center (CDI) has been in existence since 1973. At that time in Cambodia, the Khmer Rouge were destroying everything related to knowledge. This partly explains the delay in access to information, particularly in terms of career guidance. <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/">Since 2021, Sipar has been working to support secondary school students.</a></p>

<p>In France, the CDI has been firmly established in the educational landscape for middle and high school students for over 50 years. In Cambodia, libraries are gradually emerging in public education but are still rare in rural areas. This is largely thanks to Sipar's <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/">youth empowerment program</a> that things have been moving forward since 2021.</p>
<p>Already 15 libraries in rural areas are up and running, and <a href="https://sipar.org/en/notre-programme-consacre-a-la-jeunesse-rentre-dans-sa-deuxieme-phase/">10 more will open by May 2027</a>The program is also in the process of being institutionalized by the ministry. This will help recognize the importance of orientation centers and the profession of teacher-librarian. Human resources lack training, and this profession is given little or no recognition within teaching teams.</p>

<p>The libraries installed by Sipar all have a space dedicated to career guidance. In France, this is a fully institutionalized activity, integrated and progressive throughout the student's school career: appointments with guidance counselors, meetings with companies, participation in trade shows and forums, discovery internships in companies, etc.</p>
<p>In Cambodia, this role of high schools has emerged very recently and remains largely unstructured. Recently integrated into the curriculum of the Ministry of Education, Youth, and Sports, career guidance aims to professionalize support for young people, helping them make informed choices that are suited to the job market. Sipar provides documentary resources, trains librarians, and works hand in hand with schools to organize career forums where students can meet with universities and companies.</p>
<p>We still need funds to finance this second phase until May 2027 and reach more than 36,000 students. Without your support, this investment in the human capital of young people is not possible.</p>

<h1>The Amanjaya Foundation and Sipar: a partnership for education in Cambodia</h1>

<p>For more than 10 years, the Amanjaya Foundation has supported Sipar's “Mobile Libraries” program, which aims to bring books and encourage reading habits, while spreading key messages, to isolated communities in Cambodia.</p>

<p>Born in 2000, the <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/education-non-formelle/bibliotheques-mobiles/">mobiles libraries program</a> now has 11 vehicles (7 vans, 2 boats, and 2 tuk-tuks). They travel to more than a hundred different locations on the roads and waterways of seven provinces in Cambodia and the suburbs of Phnom Penh to bring books to disadvantaged people. The lack of infrastructure, such as public libraries, deprives communities in suburban areas and rural areas of access to books.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">The boat library: a project made sustainable thanks to the Amanjaya Foundation</span><b></b></h2></div>

<p>For more than four years, the <a href="https://www.amanjaya.org/">Amanjaya Foundation</a> supported the boat library project on Tonlé Sap, the largest lake in Southeast Asia. Today, the sites formerly served by the boat are completely self-sufficient, and all activities have been taken over by the local community. Sipar has set up micro-libraries there, each with hundreds of books, which are managed directly by local volunteers. While they are initially beneficiaries, children and adults gradually become actors and then leaders of the project. Empowering communities is at the heart of Sipar's DNA.</p>
<p> The boat library now serves new floating villages in another commune on the Tonlé Sap.</p>

<p>In addition to storytelling activities, free reading, and borrowing books to take home, the librarian-educators of the Sipar team offer academic support and awareness sessions on a variety of topics.</p>
<p>Among the most discussed topics:</p>
<ul>
<li>The environment: the importance of protecting it and how to do so, learning about Cambodia's biodiversity and its importance, raising awareness about plastic use, waste collection, recycling, etc.</li>
<li>Science: science, technology, arts, mathematics, engineering... So many topics to help children discover the often impressive world of science, thanks to specially adapted educational materials.</li>
<li>Health and nutrition: contribute to improving the health, hygiene and nutrition of children and adults for optimal development</li>
<li>Road safety: raising awareness of road safety and wearing a helmet.</li>
</ul>

<p>Despite the signing of <a href="https://www.diplomatie.gouv.fr/fr/dossiers-pays/cambodge/evenements/article/cambodge-thailande-entree-en-vigueur-du-cessez-le-feu-27-decembre-2025">a ceasefire</a>, tensions between Cambodia and Thailand remain high. Given the human consequences of this conflict, dialogue and respect for international law are more necessary than ever.</p>
<p>It is in this climate of instability that Sipar reaffirms its mission: to make reading and education essential levers of development and resilience for the most vulnerable populations.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">Education as a humanitarian response</span><b></b></h2></div>

<p>Faced with this emergency, teams in Phnom Penh quickly mobilized. Drawing on its mobile library in the Siem Reap region, Sipar exceptionally suspended its usual activities to assist displaced populations, thereby ensuring that children had access to spaces for reading, learning, and support.</p>
<p>After a temporary closure of five of the high schools participating in our <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/">youth empowerment program</a>, schools have now reopened. Throughout this period, our teams have remained in close contact with teachers and students to prevent school dropouts.</p>
<p>Beyond providing access to books, these initiatives help to rebuild reference points, support the well-being of children and young people, and preserve their fundamental right to education, even in crisis situations. They fully embody Sipar's purpose: to make reading a refuge and a tool for hope.</p>

<p>Since 2000, our <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/education-non-formelle/bibliotheques-mobiles/">"Mobile libraries program"</a> enables children in isolated or vulnerable areas to access library services at home. On the outskirts of Phnom Penh, we have been operating a tuk-tuk library since early 2025, in partnership with <a href="https://magiclibraries.org/fr/projets/">Magic Librairies Foundation</a>*. Its objective: to encourage a love of reading and improve literacy among 500 children and teenagers.</p>

<p>Close to the capital, makeshift dwellings have proliferated since the COVID-19 crisis. Job losses, the search for a better life, rising debt, and climate change are forcing Cambodians to leave rural areas. They settle near Phnom Penh, in one of the 191 slums identified to date. While the majority of children continue to attend primary school, school dropout rates are high and the transition to secondary school is a challenge.</p>
<p>Families live in very difficult circumstances, in precarious sanitary conditions. Children are the first victims and need support with their schooling to ensure they grow and develop in the best possible conditions.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">Education and reading as a solution</span><b></b></h2></div>

<p>By promoting books as a tool for academic and personal development, Sipar encourages literacy and the establishment of reading habits from an early age. We give children in slums the skills and knowledge they need to succeed in life.</p>
<p>As with all of its programs, Sipar will install micro-libraries at each site, managed by volunteers. By directly involving the local population in the project, this ensures the project's sustainability and relatively rapid autonomy, enabling the tuk-tuk to serve other slums in need in the future.</p>

<p>Drawing on his past experience in slums, Sipar travels weekly in the library tuk-tuk to eight new sites selected in consultation with local authorities. Since February 2025, Sipar has already offered weekly reading sessions to more than 340 children and provides 1,200 fiction and non-fiction books as well as educational games created by our teams.</p>
<p>The librarian-educators offer two-hour sessions that include storytelling, free reading time, educational and creative activities to support learning for those who need it, and a book lending service. Each child is personally monitored by our librarian-educators to adapt to each child's individual needs and support them in their academic success.</p>
<p>The goal is for each child to read two to three books per month and see an improvement in their academic performance.</p>

<p>Designed in partnership with <a href="https://magiclibraries.org/fr/projets/">Magic Libraries Foundation</a>*, Sipar launched a new reading project in 2025 in the pediatric oncology department of Jayavarman VII Hospital in Siem Reap. This project helps children who are hospitalized for long periods of time avoid dropping out of school by offering a variety of activities each week.</p>

<p>Opened in early 2025, the oncology department treats up to 80 children aged 6 to 12 with cancer. Hospitalized for at least three months, their biggest challenge is to avoid falling too far behind in school once their treatment is complete.</p>
<p>Cambodia has a structural shortage of human resources and infrastructure in the education sector, so staying in school is already a challenge for every child. After a long hospital stay, sick children may experience difficulties when they return to school. Offering a variety of reading, educational, and/or creative activities helps to continue to stimulate children's curiosity and learning and fill the long waiting times.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">A project already embraced by children</span><b></b></h2></div>

<p>Under the coordination of Sipar librarian-educators in Siem Reap, a volunteer facilitator visits hospitalized children twice a week. She offers them moments of reading aloud, free reading, and writing, combined with creative activities and academic support. All sessions are conducted in accordance with hospital hygiene rules.</p>
<p>Launched in July, the initiative has already been well received: children are rediscovering the joy of stories and the magic of books. Regular discussions with the medical team allow activities to be adjusted as needed.</p>
<p>In agreement with the hospital, the project plans to set up a reading corner to give all children hospitalized for short or long stays permanent access to books. It will be a space of comfort and escape that will stay with them long after their stay.</p>

<p><em>Volunteering with Sipar at the Jayavarman VII Hospital library is an experience that fills me with joy and meaning. Reading stories to sick children, offering them educational games, or simply sharing a moment of attention reminds me every day that even small gestures can bring comfort and hope. </em></p>
<p><em>I have always dreamed of helping children, and here I can offer them not only books, but also a listening ear, affection, and confidence in the future. These moments spent with them give me the motivation to pursue my dream: to become a teacher and continue to support younger generations.</em></p>

<p>Our first boat library is now sailing in the village of Dei Roneat, following the project's full autonomy in the first villages served in 2021. The Tonlé Lake, the largest in Southeast Asia, is home to many isolated floating villages where children live far from school facilities.</p>

<p>There was no library in Dei Roneat before the arrival of the boat library. Only a poorly equipped primary school. Now, the boat library, equipped with 900 books and hundreds of educational games, is introducing reading to the 250 families living in the village on the water.</p>
<p>Docking near primary schools and community centers, our librarian-educators offer children (and everyone else) storytelling sessions, academic support, and a book lending service. The boat has been very well received, with an average of 180 children participating in the sessions. For many, it is their first encounter with books outside of school textbooks.</p>

<p>The village of Dei Roneat faces alarming challenges in terms of access to secondary education. The lack of a nearby middle school and logistical constraints force the majority of children to drop out of school after primary school.</p>
<p>To address this shortcoming, Sipar, in partnership with UNESCO and the Ministry of Education (<a href="https://www.facebook.com/moeys.gov.kh/">MoYES</a>of Cambodia, offers 15 young people from the village the opportunity to take part in the <a href="https://www.unesco.org/en/articles/basic-education-equivalency-programme-beep">BEEP programme</a>. It is a recognized middle school equivalency program that can be completed remotely using servers that allow tablets to be used offline. With limited internet access in the village, it was previously impossible for students wishing to continue their education after primary school to take online courses. The courses will be taught by our librarian-educators, who have been trained by the MoYES digital technology department.</p>
<p>This alternative and free education allows young people to obtain a middle school diploma without having to leave their village and their families. Thanks to a strong local partnership, every child now has the right to education in Dei Roneat.</p>

<p>Newly recruited, the new librarian-educator at the boat library firmly believes in the power of education. Originally from the village of Dei Roneat, Chandy is well aware of the obstacles children face in continuing their education beyond primary school. She grew up in a poor fishing family whose survival depended entirely on aquatic resources. In her community, many children drop out of school to help their families.</p>
<p>To continue her studies, Chandy had to move to another province, which brought its own set of challenges: finding accommodation, adapting to a new lifestyle far from home and on land, at her grandmother's house in Siem Reap province. After graduating last October, she successfully applied for the job advertised by Sipar in the community. Chandy is determined to lead the way for the young people of the village and support them in overcoming the challenges of growing up and living in the remote floating village of Dei Roneat.</p>
<p>She is assisted by the village teacher, who volunteered to accompany her on her missions. Two motivated librarians who are convinced that education is the key.</p>

<h1>Brick factories: results exceeding expectations</h1>

<p>The results of our mid-term evaluation illustrate the tremendous work carried out by Sipar and CWPD teams between October 2023 and March 2025 to enroll brick factory children in school, support their learning and improve the living conditions of working-class families.</p>

<p>Of the nearly 1,300 children benefiting from the program, 74% participate regularly <a href="https://sipar.org/en/education-dans-les-briqueteries/">take part in the educational activities offered by the four mobile libraries serving the 32 brick factories</a> in Cambodia's Kandal province. Thanks to the tutoring in math and Khmer offered by the librarian-educators, and the personalized follow-up of each child, 96% of them claim to have improved their basic skills in these subjects.</p>
<p>The Sipar team's efforts are also paying off in terms of school enrolment rates. This has risen by 13% since 2024, and now stands at 91%. Work continues to ensure that every child enjoys his or her right to education. Another piece of good news is that 100% of primary school leavers have gone on to secondary school, compared with our target of 50%. This is a pivotal moment in the school life of every Cambodian child, which our work has helped to overcome.</p>

<p>They often left school early, or never had the chance to go. Today, they work alongside their parents, and the vast majority of them have no intention of returning to a traditional school career.</p>
<p>Thanks to the training sessions offered as part of the project, 90% say they have acquired useful skills for their daily lives and future careers: financial management, stress management, health and safety at work, learning to communicate well, etc.</p>
<p>Enrolment in the activities is almost twice as high as expected when the project was set up, proving the need and interest of this teenage audience for support.</p>

<p>Awareness-raising sessions run by our partner Cambodian Women for Peace and Development (CWPD) have enabled the workers to implement significant changes in their daily lives: healthier eating, better hygiene, less domestic violence, and better financial management by reducing overspending.</p>
<p>Men are particularly encouraged to attend the sessions, 74% of which are currently attended by women. Gender equality and the distribution of the domestic workload are at the heart of CWPD and Sipar's work.</p>
<p>The evaluation also shows a noticeable change in parents' attitudes towards their children's schooling and the importance of providing them with a quality education. 94% now actively support their children's schooling (versus 80% at the start of the project), and 30% help with homework (versus 6% previously).</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">An ongoing dialogue with bosses and managers</span><b></b></h2></div>

<p>The aim of the project is to encourage the active involvement of bosses and managers in educational and social initiatives, while gradually committing them to improving working and living conditions on site. Employers are gradually realizing that improving workers' well-being also benefits work stability and productivity.</p>
<p>The results are encouraging:<br />- 80% of managers actively facilitate project implementation (adapted working hours, support for peer educators, participation in awareness campaigns)<br />- 50% of bosses now provide free drinking water and electricity to workers, or improve communal shelters<br />- all brick factories provide space for reading sessions or workshops for young people and adults</p>

<p>As part of our program <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/education-non-formelle/education-en-prison/">"Education in prisons"</a>, this innovative project gives inmates in seven pilot prisons access to digital and audiovisual tools to help them prepare for reintegration.</p>
<p>Initiated in July 2024, the project is in partnership with the Directorate General of Prisons, the Ministry of Education and supported by the<a href="https://fundinnovation.dev/"> Fund for Innovation in Development.</a> Two off-line learning platforms are used by 335 inmates (including 36 women), downloaded onto a server connected to seven computers.</p>

<p>The platform <a href="https://www.unesco.org/en/articles/basic-education-equivalency-programme-beep">Beep</a> (<em>Basic Education Equivalency Programme</em>) developed by UNESCO and the Cambodian Ministry of Education, offers equivalent courses to the junior high school curriculum. It enables those who left school at the end of primary school to complete this streamlined curriculum. It then opens the door to high-quality vocational training.</p>
<p>There are currently 55 student prisoners, including 16 women. All are at the end of their sentences, and are actively preparing for their upcoming reintegration.</p>

<p>A second platform called <em>Skills for Development Programme</em> was developed by Sipar and its partners? It offers classes in three areas:</p>
<ul>
<li>Three levels of learning English as a foreign language (literacy and levels A1 and A2), leading to a certificate issued by project partner Pañasastra University.</li>
<li>Basic digital skills: modules developed by our partner <a href="https://www.passerellesnumeriques.org">Passerelles numériques.</a></li>
<li>Modules to prepare prisoners for socio-professional reintegration in the form of videos shown in groups at the end of their sentence. They provide useful information on topics such as managing emotions, positive communication, managing finances, preparing for employment, setting up a micro-business...</li>
</ul>
<p>All this content is based on interactive teaching methods adapted to the prison environment: short, lively filmed lessons, abundantly illustrated, with quizzes and practical exercises, all of which are greatly appreciated by the inmates who learn them.</p>

<p>Since 2012, Sipar has been committed to bringing education and reading to prisoners through the creation of prison libraries.</p>
<p>By offering detainees access to reading, digital learning and appropriate training, Sipar gives them the means to rebuild their lives. Acquiring new skills and preparing for reintegration thus reduces the risk of recidivism.
