<h1>From dedicated volunteers to accomplished professionals</h1>

<p>In rural areas of Cambodia, they grew up volunteering for the development of their communities. Through Youth Clubs, they discovered a taste for community service. For many of them, this experience was a real gateway to the academic and professional world. Let's take a closer look at these volunteers.</p>

<p>Being both a beneficiary and a participant in Sipar's programs has often meant much more than just an extracurricular activity. For young people from modest backgrounds, it has been an opportunity to believe in their abilities and to envision a future they never thought possible.<br />This is the case for Sreyleak, a former member of a Youth Club in Prey Veng province: <em>“Thank you to Sipar for helping me, a young girl from a disadvantaged background, to obtain my university degree in computer science. Thanks to you, I am now a teacher.”</em>, she said.</p>
<p>Like her, many former volunteers have followed inspiring paths. Theang, Reaksmey, Chantou, Chanry, Samoun, and Samoeurn all began volunteering at a very young age. Today, they are university students, librarian-educators in Sipar's mobile libraries, engineers, or entrepreneurs. What they have in common is that they developed a sense of responsibility and a desire to serve their community at a very early age.</p>

<p>By leading academic support, reading, and awareness activities, these young people gradually gained confidence. Many were shy and did not dare to dream of higher education. Over the years, they have become true local leaders.</p>
<p>Through their involvement, they acquired essential skills: communication, teaching, creativity, coordination, management, critical thinking, teamwork, and emotional management. These skills proved to be crucial to their personal and professional success. They were able to leverage the skills they acquired and demonstrate them beyond the Youth Clubs.</p>
<p>In rural areas of Cambodia, dropping out of school remains common once students enter secondary school. The fact that all seven of these young people have continued or completed higher education is therefore a remarkable achievement. It demonstrates the tangible impact of Sipar's actions in support of young people.</p>

<p>My name is Chantou, and my story with Sipar began in 2012 when I joined a youth club as a volunteer. I had a strong desire to get involved in my community and help children gain access to education and reading.</p>
<p>Within the club, I quickly became president. My role consisted of organizing community activities, leading reading sessions, and supporting children in their learning. This experience was instrumental in developing my sense of responsibility and my desire to work with young people.</p>

<p>I then went on to study public administration at university. This training allowed me to strengthen my communication and coordination skills, which are essential qualities in my fieldwork. In 2018, I joined the Sipar team. I now work as a librarian-educator in brick factories.</p>
<p>Sipar has played a major role in my life. Thanks to my involvement, I have gained confidence, leadership skills, and organizational abilities. I learned how to manage my time better, work in a team, use digital tools, create educational activities... All these experiences have shaped the person I have become. I am proud of my journey and deeply grateful to Sipar. This organization has given me the opportunity to grow and, in turn, contribute to the future of my country's children.</p>

<h1>The Sipar Library: a resource center for juvenile inmates </h1>

<p>In Kandal province, the first rehabilitation center for minors opened a year ago. This unique facility in Cambodia was created to offer an alternative to traditional prisons. Until then, young inmates were incarcerated with adults, in conditions that were ill-suited to their age and needs. Now, teenagers and young adults aged 15 to 24 can serve their sentences in an environment designed to prepare them for the future. Sipar has set up a library there, which supports the inmates on a daily basis.</p>

<p>The inmates housed in this center have been sentenced to terms ranging from two to ten years, mainly for drug trafficking. The majority of them are still minors. Unlike traditional prisons, where educational support is limited, everything here has been designed to encourage responsibility and learning. The conditions of detention have been redesigned to promote genuine social and professional reintegration upon release from prison.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">Learning to rebuild oneself</span><b></b></h2></div>

<p>Many activities are offered to young people at the center. Training courses in agriculture and mechanics are organized, as well as remedial classes and English lessons. The efforts made by inmates are rewarded: regular participation can lead to sentence reductions of up to nine months.</p>

<p>At the heart of the center, the library and multimedia space set up by Sipar play an essential role. This place has become a real hub for learning and exchange. Young people can read there, borrow books for their cells, and take part in educational activities. <a href="https://www.unesco.org/en/articles/basic-education-equivalency-programme-beep">The BEEP programme,</a>, which allows students to obtain a middle school equivalency diploma, is also offered there. Thanks to these tools, the days are filled with education and socialization.</p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">Encouraging results</span><b></b></h2></div>

<p>Since it opened, the Kandal center has shown how well this model works. There have been few reports of violence and no escape attempts. Most importantly, none of the young people who have left the center have reoffended. These results show how important it is to provide tailored, humane support. As the center's director, Mr. Phea Vannak, points out: <em>“I encourage them to view the center as a boarding school, where they have come to learn and serve society.”</em></p>
<div class="container section-title-container" ><h2 class="section-title section-title-normal"><b></b><span class="section-title-main" style="font-size:70%;">A model to be extended in Cambodia</span><b></b></h2></div>

<p>In light of these advances, the creation of new centers for minors has been made a priority for the Cambodian government. Four additional facilities are planned to meet growing needs. The Kandal center, with a capacity of 1,200 people, is expected to reach full capacity by early 2026. The development of similar facilities throughout the country will allow young convicts to remain close to their families, which is crucial to their rehabilitation.</p>
<p>By supporting this center and developing its educational activities, Sipar is directly helping to give hundreds of young Cambodians a second chance. Access to reading, education, and training remains one of the most powerful tools for a successful reintegration.</p>

<h1>In high schools, libraries still a long way from the French CDI model</h1>

<p>In France, the Documentation and Information Center (CDI) has been in existence since 1973. At that time in Cambodia, the Khmer Rouge were destroying everything related to knowledge. This partly explains the delay in access to information, particularly in terms of career guidance. <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/">Since 2021, Sipar has been working to support secondary school students.</a></p>

<p>In France, the CDI has been firmly established in the educational landscape for middle and high school students for over 50 years. In Cambodia, libraries are gradually emerging in public education but are still rare in rural areas. This is largely thanks to Sipar's <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/">youth empowerment program</a> that things have been moving forward since 2021.</p>
<p>Already 15 libraries in rural areas are up and running, and <a href="https://sipar.org/en/notre-programme-consacre-a-la-jeunesse-rentre-dans-sa-deuxieme-phase/">10 more will open by May 2027</a>The program is also in the process of being institutionalized by the ministry. This will help recognize the importance of orientation centers and the profession of teacher-librarian. Human resources lack training, and this profession is given little or no recognition within teaching teams.</p>

<p>The libraries installed by Sipar all have a space dedicated to career guidance. In France, this is a fully institutionalized activity, integrated and progressive throughout the student's school career: appointments with guidance counselors, meetings with companies, participation in trade shows and forums, discovery internships in companies, etc.</p>
<p>In Cambodia, this role of high schools has emerged very recently and remains largely unstructured. Recently integrated into the curriculum of the Ministry of Education, Youth, and Sports, career guidance aims to professionalize support for young people, helping them make informed choices that are suited to the job market. Sipar provides documentary resources, trains librarians, and works hand in hand with schools to organize career forums where students can meet with universities and companies.</p>
<p>We still need funds to finance this second phase until May 2027 and reach more than 36,000 students. Without your support, this investment in the human capital of young people is not possible.</p>

<p>Cambodia, with its young and dynamic population, offers a unique opportunity for development. However, many challenges remain for young people in rural areas: lack of skills, access to resources and support in planning their future. The second phase of the <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/">youth empowerment program</a>, aligned with national policy, is designed to meet these essential needs.</p>
<p>The project is scheduled in three phases, ending in late 2030, at the end of the construction schedule of the <a href="https://www.un.org/sustainabledevelopment/fr/objectifs-de-developpement-durable/">SDGs</a> but also at Cambodia's goal of becoming an upper-middle-income country. At the end of the project, the country's rural areas will be equipped with a vast, permanent network of libraries with multimedia orientation spaces in secondary schools and youth centers, helping to train young, committed citizens capable of taking an active part in their country's socio-economic development.</p>

<p>To help young people blossom and better prepare for the future, the project focuses on helping them find their bearings, and improving their academic and digital skills. <strong>Key actions</strong> :</p>

<li>Creation of 13 new libraries in 10 rural high schools and 3 youth centers (including a juvenile rehabilitation center).</li>
<li>Multimedia equipment with computers and software for career guidance.</li>
<li>Organization of career forums.</li>

</ul>
<p>These initiatives will provide 36,000 young people, the majority of them girls, with the tools they need to succeed in a rapidly changing professional world.</p>

<p>The project also aims to develop young people's social and civic skills, actively involving them in their communities. Key actions :</p>

<li>Training for 23 members of youth clubs (community based organizations) and members of 25 student councils to organize educational activities: tutoring, backpack library, etc.</li>
<li>Raising community awareness of social and environmental issues.</li>
<li>Micro-libraries in their communities.</li>
</ul>
</li>
</ul>
<p>By taking part in these initiatives, young people learn to become committed and responsible citizens.</p>

<p>The sustainability of our actions relies on the training of educational managers at central and provincial levels, as well as school heads. <strong>Key actions</strong> :</p>

<li>Awareness of professional accompaniment and community animation.</li>
<li>Strengthening local partnerships to sustain the project's achievements.</li>

<p>These efforts will ensure that libraries and orientation programs remain active after the end of this phase.</p>

<p>We announced it last August in our monthly newsletter. For two years, TotalEnergies teams will travel the roads of Cambodia to distribute helmets and raise awareness among young people about road safety. 40 public schools will benefit from this campaign, including some high schools supported in our program dedicated to <a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/">youth empowerment program.</a> The campaign began at the end of September at the Ba Phnom high school in the province of Prey Veng, in the presence of the Sipar teams who came to hold a stand.</p>
<p>Over the course of half a day, pupils from public schools, selected because of their proximity to a national road where traffic is heavy, are made aware of the dangers of the road, the laws in force and the importance of wearing a helmet to protect themselves.  </p>
<p>Cette initiative s&rsquo;inscrit dans un partenariat de longue date entre Sipar et TotalEnergies au Cambodge, permettant à Sipar de faciliter la coordination de ce projet avec le ministère de l’Education, de la Jeunesse et des Sports.</p>
<h2>A mobile library dedicated to road safety</h2>
<p>Road traffic is one of the main causes of death in Cambodia. In 2022, <a href="https://lepetitjournal.com/cambodge/chiffres-accidents-route-cambodge-2022-354952">the number of road accidents had increased in Cambodia.</a>The vast majority of Cambodians travel by scooter or motorbike. Educating about road safety, the importance of wearing a helmet and the laws is vital to reducing road deaths.</p>
<p>Since 2014, our bookmobile dedicated to road safety has been going out to meet the beneficiaries of our programmes: in schools, high schools, CBOs, in sites served by other mobile libraries or in brick factories for example.</p>
<p>Sipar is committed to enabling all children to get to school safely through awareness-raising and educational games to learn while having fun.</p>

<p>According to our survey, more than 50% of students at Preah Sihanouk High School have no idea which field they want to choose after graduation. The objective of<a href="https://sipar.org/en/association-cambodge-sipar/nos-programmes/developpement-de-la-jeunesse/"> our project</a> is to offer these young people the opportunity to choose their path and to know the training opportunities available to them thanks to the implementation, in the 2nd<sup>th</sup> quarter of 2022, of a library equipped with a vocational corner.</p>
<p>The library has been redesigned and organized with new furniture to be more attractive and comfortable for students. It is managed electronically by the librarian thanks to a trilingual management software (Khmer-French-English). The vocational corner is equipped with specific documentation on personal development, study paths, training centres and professions. A digital laboratory, the NomadLab, developed by our partner the French NGO Passerelles numériques, consisting of eight computers with interactive educational content and guidance assistance is made available to students.</p>

<p>The staff of the establishment received basic training in the management and animation of this new Library with a vocational corner and were able to exchange their experiences during a workshop bringing together several high schools in March 2023.</p>
<p>At the end of 2022, a career forum was organized with more than 400 participating students and 13 exhibitors (companies, universities, training centers...). More forums are planned for 2023.</p>

<p>Preah Sihanouk High School is an institution offering French-Khmer bilingual education to nearly 700 students (including 342 girls) from grades 7<sup>th</sup> to 12, among the 3100 in the high school. An asset for these students who will be able to embrace careers where mastering the French language is advantageous.</p>
<p>A practical guide to personal development entitled <em>11 keys to success</em> has been designed to help students get to know themselves better and learn how to work and prepare for an exam. It will be available in Khmer and French in the vocational corner in the first quarter of 2023.</p>

<p>The Counsellor for Cooperation and Cultural Action Mr.  Pierre Vincent, and the Cooperation Attaché for French, Mrs. Elodie Wymar, were able to visit the library on February 9, 2023. Accompanied by Mr. Sothik Hok, director of Sipar and Ms. Mao Kolap, the project manager, they were able to discover the functioning of the library, meet students and teaching teams, and inform the 700 students of the bilingual classes of the scholarship opportunities in France.</p>
<p>Thank you to the Michelin Foundation for its support at our side and their commitment to an educated youth that contributes to the development of Cambodia.</p>

<p>In October 2021, Sipar launched its program 100% for high school students in rural areas to support them in their orientation journey and strengthen their commitment to their community. A year later, the program is well advanced.</p>

<p>Activities are proceeding as planned and have even been a little ahead of schedule. Half of the overall project over three years is funded, but there is still a long way to go to achieve our goals and enable 27,000 high school students to be supported in their career guidance, create printed and digital tools for development assistance or support young people in villages to become leaders in their communities.</p>

<p>The 23 Youth Clubs, which offer children tutoring sessions, are in the process of institutionalization to obtain the status of Community Based Organizations (CBO). This will allow them to formalize the role of the organization within the municipalities and work in partnership with local decision-makers. A real civic commitment for the members invested in the Clubs. Today, 15 Clubs already have the status of CBO.</p>

<p>After more than 25 years in primary school libraries and the training of librarians, Sipar continues his work in schools and more specifically with high schools located in rural areas, with a view to helping career guidance to <strong>strengthen the civic engagement of Cambodian students.</strong></p>
<p>The Cambodian labour market today suffers from a <strong>mismatch between the skills required by companies and those transmitted to school</strong> in a country in full development and perpetual change.  Students, especially in rural areas, face <strong>a critical lack of information </strong>about their post-graduate study and career options as well as the job market in general.</p>
<h2>This program has several objectives:</h2>
<ol>
<li><strong>Professionalize and adapt the orientation path of young people and make them more autonomous thanks to the multimedia resources of the Vocational Orientation Centres (VCO) in 15 provincial high schools.</strong></li>
</ol>
<p>The libraries of these high schools will be enriched with a multimedia space dedicated to the orientation of high school students and specific training will be provided to 150 executives of the Ministry of Education, so far untrained in these new orientations.</p>
<ol start="2">
<li><strong>Develop the social and civic skills of young members of community based organizations (CBOs)</strong></li>
</ol>
<p>The CBOs, also called "Youth Clubs" are part of the volunteer promotion programme set up by Sipar since 2012.  Mobilised in the Clubs, young peopleaged 12 to 18 continue to carry out educational activities in their communities and atthe same time  promote  volunteering in their high schools.</p>
<ol start="3">
<li><strong>New print and digital tools are created and disseminated, meeting the needs of young people aged 12 to 25</strong></li>
</ol>
<p>Sipar and its partners design and distribute a set of <strong>11 printed and 4 digital tools </strong>in the 15 BCOs, 23 municipalities and the general public.  In total, 30,000 to 40,000 young people will have access to these new tools, contributing to their personal development and choice of orientation.</p>
<p>This new program is co-built with the Ministry of Education, Youth and Sports as well as  the association Passerelles Numériques and the local  NGO Youth Star, which have already been accompanying us in our "Promotion of volunteering" program for many years.</p>
<h2>A vast project with a promising future...</h2>
<p>The project is funded for 60% by the<a href="https://www.afd.fr/en">French Development Agency</a> but the budget for this new programme has not been finalised.
